Also on 16.04. I did not modify /etc/default/grub in the last 3-4 months, if at all. Clicking the close button did nothing and I had to use the force-close dialog. I installed libgtk2-perl from the terminal without issue. Re-running Software updater installed one or two inconspicuous packages without issue. Rebooting worked fine.
