I can confirm this bug which I can reproduce since many Ubuntu releases. This 
is why I switched to Fedora --> No problems!
I can confirm, that restarting Network Manager CAN help, but not always!
The best thing to do is to restart Network Manager and immediately refresh a 
web page. Pinging doesn't work reliable.
This time, I can reproduce this bug with Ubuntu 17.04 Alpha/Beta.
I attached some log messages if this can help.
