ok here is what i have notice and done:
today and after 3 or 4 days from checking the problem, i have notice that there 
is a python package installed on my system and were doing a conflict between 
the linux packages. that is why my ubuntu was not taking any update and 
everything was failing even the security update.
it was the path of python 2.7 that was changed while installing the python 3.6 
package for ubuntu. so after downloading and installing the python 3.6, the 
ubuntu was not knowing where to install the updates or actually was not knowing 
where are the packages to be updated.
so when i have returned the path to python 2.7 again as it was by default 
inside linux (because linux use the python 2.7 for it is packages), the update 
gone well and i am not facing any errors any more.
thank you guys for everything, i hope i explained the idea for the others is 
they have similar problem like me.
