person from ubuntu-release agrees it's a bug fix update, you're good for

I think here this applies, also changes are pretty much pcc64el only masked 
behind the RTE_VFIO_SPAPR.
Yet since we are post Feature Freeze I'd like to have an ack of the Release 
Team (subscribing them later)
