I did more tests. In fact, it is working fine when the node where you
want to create a container is in 16.04 (Xenial). When the node is 14.04
(trusty), it is failing. I can see it is trying to build a Xenial
container onto a trusty OS node.

Hereunder an extract of juju status command where you can see the two
cases:
