Trove instance resize fails (single compute node)
Trove instance is running.The same behavior with CLI and GUI.
(this feature is supposed to change the flavor of the instance to another
already existing flavor , having more cpus or memory or storage )

---Steps to Reproduce---
-Install and configure openstack environment with two nodes -One resides the
Controller Node and the other Nodes the compute-node.
-Configure Trove.
-Create and lunch trove instance.
-Create new desired flavor.
-Issue resize instance using CLI or GUI
** Affects: trove (Ubuntu)
