A system in rescue mode starts with an essentially empty
/etc/environment:

PATH="/usr/local/sbin:/usr/local/bin:/usr/sbin:/usr/bin:/sbin:/bin:/usr/games:/usr/local/games"

However, some things may require that environment file to be filled in
to work properly. For example, snapd will work correctly from the start
if http_proxy is set in /etc/environment:

PATH="/usr/local/sbin:/usr/local/bin:/usr/sbin:/usr/bin:/sbin:/bin:/usr/games:/usr/local/games"
http_proxy=http://192.168.254.254:8000/
