Thanks for the reply. The proposed changes have been made, all 1.7.4 packages are in the repository, and the changelog also closes this bug.
I have tried to file a freeze-exception bug, but Launchpad currently does not allow a bug report against Zesty or Ubuntu itself either (it simply redirects to a Wiki page).
