Hi! I realize this is a very old bug, but I am in the process of going
through and assigning some defects to myself and came across this one. I
attempted to reproduce on zesty, xenial, and trusty and was able to
successfully install, remove, and re-install the backuppc package.

If I were to go back in time I would have asked you to follow the output
the package provided and collect the additional details as follows:

2014-11-24 14:47:33 Can't create a test hardlink between a file in
/var/lib/backuppc/pc and /var/lib/backuppc/cpool.  Either these are
different file systems, or this file system doesn't support hardlinks,
or these directories don't exist, or there is a permissions problem, or
the file system is out of inodes or full.  Use df, df -i, and ls -ld to
check each of these possibilities. Quitting...

The output would have provided a bit more as to what is going on at the
time of the failure and help make a determination as to the root cause.
Without additional details and steps to reproduce I am afraid that there
is not much that can be accomplished on this defect at this time.

I am going to put the bug into the "Incomplete" state. If you or anyone
have additional details that can lead to the solution of this bug please
add them and change the state to 'New'. Thanks!
