Please merge wine-development 2.3-1 (universe) from Debian experimental
(main)

Explanation of FeatureFreeze exception:
This is the latest WINE development release, it fixes some Windows applications 
and it may break others.
Users still have the option of using the default wine-stable.

wine-development (2.3-1) experimental; urgency=medium

  * New upstream release 2.3, released Mar 3, 2017.
    - Obsolete wineinstall script removed.
    - More Direct3D command stream work.
    - A few more Shader Model 5 instructions.
    - Better underline rendering in DirectWrite.
    - Improved ODBC support on 64-bit.
    - Various bug fixes.
