Please merge wine-development 2.3-1 (universe) from Debian experimental

Explanation of FeatureFreeze exception:
This is the latest WINE development release, it fixes some Windows applications
and it may break others.
Users still have the option of using the default wine-stable.

* New upstream release 2.3, released Mar 3, 2017.
- Obsolete wineinstall script removed.
