You have been subscribed to a public bug:
Touch scrolling in Unity8 dialogs has a large unresponsive dead zone.
Test case:
1. Open System Settings
2. Touch the middle of the screen and drag up and down.
Expected: Dialog moves the the finger
Observed: Dialog remains stationary and does not scroll until the finger
returns to and passes the original touch position.
This makes the system feel artificially slow and unresponsive. I suspect
the problem lies either in our toolkit or gesture libraries, but I'm not
familiar with the right projects to classify this.
