I inspected the diff between 2007f and 2007h, effective diff attached. This
* fixes a lot of DST rules which are very important and unproblematic for upgrades * fixes the coordinates of some cities, which is unproblematic for upgrades, too * adds a new timezone America/Indiana/Tell_City, which does not affect upgrades. No TZ removals or merges.
