Thank you for taking the time to file a bug report. You mentioned you tried to install maria-db first. I am wondering if this caused some sort of issue when mysql was installed. As far as overcoming your current issue, I would likely suggest purging mysql and make sure you got maria-db. Then clearing out the following directories:
/etc/mysql /var/lib/mysql That should get you back into a clean state where you can try your install of mysql again. Since it seems likely to me that this is a local configuration problem, rather than a bug in Ubuntu, I am marking this bug as 'Incomplete'.
