thank you for your report to make Ubuntu better.

A search showed me that this issue comes up every now and then when
people have multiple versions of snmp installed out of different
sources. Like one manual build with make install and one out of the
archive. I found about 10 cases on my first page of a search engines
answer, they all referred to the same reason.

On one of the cases there was a nice writeup about cleaning up to install just 
one correctly.

Since it seems likely to me that this is a local configuration problem,
rather than a bug in Ubuntu, I'm marking this bug as Incomplete.
