Same problem after an upgrade from 16.04 to 16.10 via "do-release- upgrade". However in my case the issue occurred not for a Wired connection, but for a Mobile Broadband connection (device ttyUSB2 of type gsm over interface ppp0). Comment 7 fixed the issue.
