Public bug reported:

'passwd $user' claimed to update my password successfully, while nothing
happend. I suspect this might be related to this: When I try to alter my user
password via kcontrol (I'm using Kubuntu 7.10), it tells me that the password I
made ( the same that I tried to apply via the 'passwd' command ) is too short,
and/or too insecure.
(You can check it with the password 'newpass' or something else easy and short)

** Affects: ubuntu
     Importance: Undecided
         Status: New
