Public bug reported:

Binary package hint: gnome-panel

Running Ubuntu 7.04 : user cannot right-click on "Help and support"
command from the "System" menu to get the right-click submenu (such as
add it on tray, translate...) ; instead, help launches as if it was a
left-click.
