I can confirm that I have the same issue being reported here. I have a Dell XPS13 Developer Edition (9360) with Ubuntu 16.04, TB16 Dock and an upgraded Ubuntu Mainline build kernel of 4.10.4.
Additionally, I tried downloading the source code from Realtek for their v2.08.0 r8152 driver. I compiled that driver and manually removed and re-inserted the new kernel module into my running system. With that driver running, I see the exact same behavior described here. I'd be happy to volunteer for any testing on my hardware that might help debug the issue. I can also confirm that changing the connection speed to 100Mb with ethtool provides a work around to the problem.
