Does the error persist, e.g. if you start a dummy/empty perl program on the
console?
perl -e ""
If so, please provide the output of "locale -a" and what "echo $LANG" displays
(all from a terminal).
Do you have multiple language-locale-pack-XX-base packages installed, e.g.
language-pack-en-base and language-pack-de-base?
