Just to add a note: this issue also occurs when using VPNs: I use NetworkManager OpenVPN and when I start up the connection I can't resolve DNS hosts from the VPN DNS server until I run "sudo killall -HUP NetworkManager" or similar. This has to be done every time the VPN goes down / comes back up.
