Honestly, I don't think there's any intention to not have XWayland
installed by default. It could be useful if XWayland is only started
when needed, which is what GNOME #759538 is about.

By the way, in Ubuntu 17.04 there is no separate gnome-session-wayland
package; it's been merged into gnome-session.
