Public bug reported:
In 17.04 clicking on the top of the window border for Ubuntu-Mate-
Welcome screen causes the entire desktop to become unresponsive. This
problem does not resolve on its own and is reproducible every time. The
immediate solution is to reboot the machine hard or go into terminal and
kill off X or restart the machine or X.
