Simplified failure description...
Mark a single cell that has data and formula.  Hit ctl-c once, move to an open 
cell and hit ctl-v.  When this is failing the data in the marked cell is copied 
to the new cell but not the formula.
Unmark the cell by marking any other cell and then mark the formula cell again. 
 Hit ctl-c twice, move to an open cell and hit ctl-v.  The formula is copied, 
adjusted and cell content recalculated.
While this was failing tried to copy formula to multiple cells...
Marked the formula cell, ctl-c once, marked 3 cells one column over, ctl-v.  
The data in the formula cell was copied to the first target cell and the other 
cells left blank.  Formula not copied.
Mark the formula cell, ctl-c twice, mark 3 cells one column over, ctl-v.  
Operation worked as expected.  Formulas copied, adjusted, and cells 
recalculated.

Had to reboot this laptop and the failure is gone again.  I was failing
every time and on all the spreadsheets I tried.
