My test doesn't indicate any problem with the German latin1 locale in
itself.
$ dpkg-query -W locales

I think you need to provide some more details, such as:
* What does the locale command output with 2.23-0ubuntu7?
* Was the de_DE locale successfully generated when you upgraded to
locales 2.23-0ubuntu7? Did you try to regenerate it?
