Public bug reported:
Right now legacy webview shows download page when webbrowser-app is
selected as source in contentpicker. The code to show download page lies
inside filepicker implementation.
With UbuntuWebView behaviour should be same, To support that, code to show
download page
Should exists at different place in webbrowser-app code.
