Fresh install of 64bit Ubuntu Mate 17.04 beta with the latest updates
The mate-panel shows up in plank as an open application that you can
actually minimize and maximize.
I attached a screenshot but I'm not versed in all the information you
might need to look at this so let me know if you need anything else.
