Then cupsd is also not correct, for something there must be LC_PAPER. CUPS is supporting libpaper natively, at least if libpaper-dev is installed when CUPS is compiled. Perhaps one should explicitly cancel the libpaper support via a ./configure option (How is it done by Red Hat?).
