Public bug reported:

Install 14.04.5 hwe-t on a node using maas, then install cpufreqd and 
cpufrequtils.   
Then run sudo /etc/init.d/loadcpufreq start .
Fails to start.   This happens on an AT&T system, I will post his output 
shortly.  
I get a similar failure on my system .
