I'm "syncing" this update from Debian to Ubuntu zesty, but with a
Launchpad bug number so that it can be tracked as a 0-day SRU or
opportunistic respin.
ostree is shipped in the Ubuntu GNOME flavor only (it's used by
Flatpak).
