Thanks to a debug session with Treviño. We narrowed the bug down: The misbehavior is related to the multi-monitor setup. The mouse moves over the global menu are correctly honored on the left-most monitor. On all other monitors, the mouse moves are not honored (the right monitor in a dual-monitor setup, the middle and the right monitor in a triple- monitor setup).
