You seem to have some vlc packages install from a PPA which is causing
the upgrade to fail to be calculated.
libvlc5 3.0.0~~git20150319+r59816+33~ubuntu14.04.1 1

vlc-data 3.0.0~~git20150319+r59816+33~ubuntu14.04.1 1
Please try manually removing those packages via 'sudo apt-get remove'
and then attempt the upgrade again.

Not able to upgdade to 17.04. All the preceeding upgrades were
successful. I didn't install any new software package between the
16.10 upgrade and now.
