I know some people are having problems with specific applications.
For me, the scroll speed is too slow everywhere, and in some applications
(chrome) it is REALLY REALLY SLOW.
I've tried using xinput and setting Evdev Scrolling Distance did not help as it
was already set to "1" (the fastest velocity). (Why isn't it a float, anyway?)
Since I couldn't solve it I filed it as a bug, as it is hindering my day-today
use of ubuntu.
I think the user deserves a slider in the Mouse & Touchpad configuration page.
