Yup, that was it! I removed rabbitmq-server and then the upgrade worked
fine.
$ cat /etc/lsb-release
DISTRIB_ID=Ubuntu
DISTRIB_RELEASE=17.04
DISTRIB_CODENAME=zesty
DISTRIB_DESCRIPTION="Ubuntu 17.04"
Sorry about that. I guess I was thrown off by the earlier dialogue that
asked me about disabling third-party repos.
