Public bug reported:

Once every few days or so, mouse/touchpad input in Gnome suddenly
breaks. The mouse cursor still moves around the screen as usual, but all
click events go to a random single window. Events such as clicks on
parts of the screen outside that window, or even on other workspaces,
are interpreted as events in that one window. Only the window content
receives events; decorations (and in the case of gnome-terminal, even
menus and scroll bars) do not.

Keyboard input in other windows continues to work fine, as does Alt+Tab
and Ctrl+Alt+arrows.

Bizarrely, touchscreen input works just fine. And if the touchscreen is
used to change to a different window, that window (or a nearby window)
may then become the single window selected for mouse input.

If the affected window is closed, another window is selected to receive
input in the same way. The only way to clear the problem is to log out
of Gnome.
