I am having a very similar problem on a Dell Inspiron desktop computer.
Had few connectivity issues with Ubuntu 16.10. Upgraded to 17.04, and 
connectivity has been an almost constant problem.
When the computer is connecting to my Wifi, the speeds are extremely slow 
(sometimes 1-60 MB/s), and I have to reboot the computer, disconnect then 
reconnect the WiFi, etc.
I have also noticed that I now have a perpetual "virbr0" that will not shut 
off, or allow itself to be deleted when editing the Network Connections.
