This appears to be a problem during an upgrade from 16.10 to 17.04. The
error in the log is:
Setting up shim-signed (1.28+0.9+1474479173.6c180c6-1ubuntu1) ...
Installing for x86_64-efi platform.
grub-install: error: cannot find EFI directory.
Why is /boot/efi not mounted on this system? Please show the contents
of /etc/fstab.
