. . and now I can't remove your patched version of dnsmasq-base:

===========================
# apt remove dnsmasq-base
Reading package lists... Done
Building dependency tree
Reading state information... Done
The following packages were automatically installed and are no longer required:
  cinnamon-common cinnamon-control-center cinnamon-control-center-data
cinnamon-l10n
  libandroid-properties1 libcinnamon-control-center1 libcinnamon-menu-3-0
libhardware2
  libhybris libhybris-common1 libmedia1 libndp0 libqofono-qt5-0
libqt5xmlpatterns5 streamer
  ubuntu-mobile-icons urfkill xawtv-plugins
Use 'apt autoremove' to remove them.
The following packages will be REMOVED
  cinnamon dnsmasq dnsmasq-base indicator-network mint-meta-cinnamon
network-manager
  network-manager-gnome tlp-rdw
===========================

Nor does apt or synaptic seem to allow me to reinstall (as against remove)
dnsmasq-base

I found a webpage that might be able to help
(https://askubuntu.com/questions/17745/how-to-remove-a-deb-without-
removing-its-dependencies) but I am worried about borking my system (and
certainly I don't want to let apt remove all those packages).
