I had this problem too. I've upgraded 2 machines from kubuntu 16.10 to 17.04 and afterwards both were unable to resolve DNS. The only line in /etc/resolv.conf was 'nameserver 127.0.0.53'. As Mike wrote, following Vincent's fix above fixed the issue for me. Thanks Vincent :)
