* Users are unable to create artful chroots on older series. Users would
expect the fix to come from Ubuntu to allow this functionality.
* Without this it restricts and slows the development process.

* sudo debootstrap artful /tmp/artful
[Regression Potential]
* Configuration only change by adding a new symlink for artful
* Change to packaging involves a new change log entry and an additional
symlink to enable artful
* If someone has already made the change locally it would result in no changes
