I have also had this problem after upgrade from 16.04 to 16.10.
Ethernet and WiFi not managed.
I solved it with the command:
touch /etc/NetworkManager/conf.d/10-globally-managed-devices.conf
I was about to reinstall 16.04
Please fix it
