I have continued to research this issue. In the meantime, I have also
upgraded to Ubuntu 17.10 and the issue persists with kernel 4.10.0-19.

My research eventually turned up this thread containing a workaround for the 
problem:

Kernel 4.10.0-19 will boot correctly with the radeon driver loaded and 
functioning by adding the following kernel parameter to grub:
radeon.dpm=0
