Linux 4.10.0-19-generic #21-Ubuntu SMP x86_64 x86_64 x86_64 GNU/Linux

Recently I upgraded to 17.04 and noticed that ctrl + shift + KEY
shortcuts are not working now in applications, for example, Firefox,
xfce4-terminal (GTK3 applications?). I also tried to create new fresh
user and the problem persists after logging in xfce.

For example:

- In Firefox ctrl+shift+p should open new private window, but print dialog is 
opened (as ctrl+p pressed)
- In xfce4-terminal ctrl+shift+v should insert text from clipboard but nothing 
happens

But other xfce general shortcuts works, for example ctrl+alt+t opens new
terminal.

Current layout switching shortcut is ctrl+shift also. I guess this
porblem is related to that and causes some kind of collision because
when I change this shortcut to alt+shift all ctrl+shift+KEY combinations
work.
