A workaround was creating symbolic links ibt-12-16.sfi->ibt-11-16.sfi
and ibt-12-16.ddc->ibt-11-16.ddc.
It looks like the kernel and the firmware packages are out of sync.

Title:
Intel hci driver requests ibt-12-16.sfi but only ibt-11-16.sfi is in
the package. This breaks blutooth on hp spectre x360 (possibly
others).
