I am also affected by this bug. I was about to delete Ubuntu 17.04 and rollback to Mint 18.1 after many hours of fight. This one line makes magic, but I had to read thousands of lines before finding it. My Wifi USB is Ralink (now Mediatek). I am using hidden ssid and mac filtering+WPA2 Personal on router. On laptop integrated Intel Wifi no issue.
