Hi Clarissa,
this most likely is a dup of bug 1579708 which is due to deletion/modification
of some files that will hamstring following upgrades.
There are workarounds listed in the Dup, for your case most likely the
recreation of the missed fallback file.
If you haven't deleted the file yourself it might be interesting to find
which actions caused it to be deleted.
