Public bug reported:

Description:    Ubuntu 17.04
Release:        17.04
psad:
  Installed: 2.4.3-1
  Candidate: 2.4.3-1
  Version table:
 *** 2.4.3-1 500
        500 http://gb.archive.ubuntu.com/ubuntu zesty/universe amd64 Packages
        100 /var/lib/dpkg/status

Initially noticed that psad service failed to start on boot;
investigating further systemd service failed because:

"[*] The config file "/etc/psad/psad.conf" does not contain the
variable: "EMAIL_ADDRESSES".  Exiting! at /usr/sbin/psad line 10873"

However, line 2 of the configuration named contains the following:

"EMAIL_ADDRESSES <valid email address removed for security reasons>"

This is new behaviour noticed at some point after upgrade from 16.10 to
17.04, as both psad and it's configuration were in place and operational
prior to this.
