Short story: After I managed to install 'apt-utils' I was able to upgrade to Zesty. I am no longer affected by the issue. (Of course, it would be nice if ubuntu-release-upgrader could give the solution itself :D ) Long story: Indeed, I didn't have 'apt-utils' installed. From /var/log/apt/history.log.*.gz I found out that I used to have it but it got uninstalled after a failed update. Moreover, I was not able to install it anew: ---------- $ sudo apt install apt-utils Reading package lists... Done Building dependency tree Reading state information... Done Some packages could not be installed. This may mean that you have requested an impossible situation or if you are using the unstable distribution that some required packages have not yet been created or been moved out of Incoming. The following information may help to resolve the situation: The following packages have unmet dependencies: apt-utils : Depends: apt (= 1.3.1) but 1.3.2ubuntu0.1 is to be installed E: Unable to correct problems, you have held broken packages. ---------- After trying everything else (like apt -f install or aptitude...), I checked http://packages.ubuntu.com/ and found out that newer versions do exist for both apt and apt-utils. Then I had the idea of trying another mirror. I replaced http://ftp.gts.lug.ro/ubuntu with http://ubuntu.mirrors.linux.ro/archive and as a result I got a few hundreds of package updates. Also I was then able to install apt-utils and proceed with the upgrade to Zesty.
