Yes. Ideally all applied bug patches are communicated upstream, and in many cases, checked on other distributions (especially Debian). For this bug, there doesn't seem to be a clear place to file the bug upstream, so it's hard to check if this was done. For checking in other distributions, if someone has such a distribution installed, and can confirm that the bug exists in that distribution, the "Also affects distribution" option allows one to link to bugs filed in that distribution's bugtracker.
This specific bug was found in plotdrop 5.1, and applied for the Ubuntu distributed plotdrop. Since then, upstream has released plotdrop 5.2, which includes a reference to "Fix about dialog", which appears to be an alternate solution to this issue.
