This strikes me as a rather odd way of attacking the problem. You find
that mod_auth_pam doesn't work, but rather than fix that, you'd rather
have something entirely new?

The package you're looking for is libapache2-mod-auth-pam. It's even in
main :)  If that does the job, please close this bug.
