Note: after many attempts, when I stopped cups one more time after reporting the bug, the printer disappeared from printers.conf.
I suspect that this may have been a permissions issue. I did chmod -R ugo+rwX /etc/cups before attempting to delete the printer to see if it was, but that didn't help. I suspect I Had to do that command and _then_ stop and restart cups.
